The turning point of solar panels she has arrived. No more waiting for months or even years previously foreseen for plants over 50 kW of power. In order to push “self-production”, the government has cut authorizations and permits for even the largest plants. Only the restricted buildings remain outside. With a double result: helping business families to cut their bills, passing from an intervention “comparable to ordinary maintenance”, little more than a home painting, but also bringing the renewable target closer to 2030 (85 Gw).


The new simplified single model further facilitates the bureaucratic process for photovoltaic systems up to 200 kw, no longer only up to 50 kw. The model, provides for the implementing decree, must be used for the construction, modification, upgrading, connection and operation of plants with the following characteristics: – located at end customers already equipped with withdrawal points; – for which simple work is required; – for which the withdrawal of energy is requested from the GSE, the Energy Services Operator. Company wholly owned by the Ministry of the Economy. Including dedicated withdrawal, or the sale of electricity to the market by signing a dispatching contract with a counterpart other than the GSE.


In fact, there are three steps foreseen by the Mite decree: 1) sending the form from the applicant to the network manager; 2) verification by the manager of the compatibility of the application; 3) the automatic start-up of the connection process by the operator in the event of a positive outcome of the checks. Of course, a large photovoltaic system represents an important investment, but according to some calculations it still involves a sharp cut of 30% of the cost of the bill, up to zero, or almost zero, once the cost has been amortized. Without considering the possibilities of transferring any unused energy to the GSE, complete with an insured annuity. A 3 kWp (peak kilowatt) system, sufficient for a house, has an average cost ranging from 5 thousand to 7 thousand euros considering the discount applied on the invoice.

The novelty is revolutionary for the Minister of Ecological Transition Roberto Cingolani since the super-fast procedure is extended to plants with power up to four times that allowed up to now. “Those who live in a house want to put photovoltaic panels on the roof, up to 200 kilowatts and do not ask for incentives, they do not have to ask for permits unless they are in a listed building. The same is true for companies that build plants on the roofs of warehouses », the minister had announced in what can be defined as the real turning point, the mother of all the liberalizations launched so far in the renewable sector. It must be said, however, that cutting the bureaucracy alone will not be enough to get the sector off the ground. The demand for photovoltaic systems has registered a sharp surge and the market is having to deal with the difficulties in supplying raw materials. But the potential of the operation is enormous if you look at the estimates.

According to an initial forecast made by the GSE in April, at least 12 million roofs would be affected. According, instead, to the latest report produced by the Snpa, the National System for the protection of the environment, “assuming flat roofs and the need to have 10.3 square meters for each kw installed, it is estimated a variable power from 73 to 96 Gw that could be installed on existing buildings “. But assuming that 4% of the roofs are already used, explains the study, “it can be concluded that, by exploiting the available buildings, there would be room for a photovoltaic power of between 70 and 92 Gw, a quantity sufficient to cover the increase in overall renewable energy envisaged by the Plan for the Ecological Transition to 2030 ». The bill is quickly done. If the single model for larger plants really works, the goal of 8 Gw per year, mentioned several times by the minister, will be within reach. With all the possible advantages also in terms of the bill. To date, almost 40% of Italian national electricity consumption is absorbed by renewables (about 20% if gas consumption is also considered), but the potential acceleration can also give a decisive boost to the replacement of Russian gas “Every time that we install 8 Gw of plants are 2-2.5 billion cubic meters of gas that can be saved », the minister himself has been reiterating for months. And with the prices reached by natural gas these days, yesterday at 239 euros per megawatt hour, one can hope to save something in the bill as early as next winter.
